The new Memorandum of Understanding signed between UNWTO and AFCAC reflects the importance of boosting cooperation between tourism and aviation in order to create jobs and drive inclusive growth in Africa. This agreement is based around shared initiatives, including the promotion of sustainable tourism and the implementation of the Single African Air Transport Market (SAATM).

UNWTO has actively participated in AFCAC’s recent events, particularly the SAATM Pilot Implementation Project aiming to accelerate Africa’s interconnectivity by 2025. Acknowledging the significance of travel facilitation, UNWTO has also commended countries, including Benin, The Gambia, Kenya, Rwanda, and Seychelles, for offering free visas to African tourists, aligning with the shared vision of increased connectivity.

Tourism at COP28 Delivering on Climate Action Commitments - TRAVELINDEXDubai, United Arab Emirates, December 15, 2023 / TRAVELINDEX / UNWTO has brought together sector leaders at the 2023 United Nations Climate Change Conference (COP28) to showcase the progress made in implementing the Glasgow Declaration for Climate Action on Tourism. In time for the world’s most important climate conference, the Declaration has been officially included in the Global Climate Action Portal of UNFCCC.

Climate Action Plans for Tourism

The Glasgow Declaration was launched at COP25 in Glasgow (2021), with signatories committing to achieving Net-Zero by 2050 at the latest. Signatories also commit to delivering dedicated Climate Action plans around the Declarations Five Pathways (Measure, Decarbonize, Regenerate, Collaborate and Finance). In Dubai:

  • UNWTO outlined the collective progress with the first Glasgow Declaration Implementation Report (2023). Of the 420 signatories who have submitted reports, 261 also submitted a Climate Action Plan.
  • 70% of signatories who submitted plans are also showcasing how they are measuring the CO2 emissions related to some or all of their operations. However, the need for consensus around measurement methodologies and boundaries is of growing importance.
  • A range of signatories will present at the exhibition booth “Transforming the way we Travel” (Blue Zone, 10-11 December). Among them are the Canary Islands, Bucuti & Tara Resort, Lamington Group, Ponant Cruises, Cyprus Sustainable Tourism Initiative, Guava Amenities, Winnow.
  • The diversity of decarbonization approaches reported within Climate Action Plans provides an extensive database of actions applicable to different stakeholders. Analysis of the Plans confirms the added value of working collectively on effectively addressing the challenge of climate change.

In recognition of the efforts of the tourism sector to accelerate climate action, the Glasgow Declaration on Climate Action in Tourism has been included by the United Nations Framework Convention on Climate Change (UNFCCC) as one of the initiatives in the Global Climate Action Platform.

UNWTO Executive Director Zoritsa Urosevic, highlighted the importance for the tourism sector to take action at all levels encouraging Member States to sign the Glasgow Declaration in order to accelerate the transition towards the commitments of the Paris Agreement.

Concrete Climate Action for the Sector

A tourism-focused official COP28 side event showcased the sector’s capacity to enact concrete climate action. This includes through the measurement of emissions, decarbonization strategies, regenerative approaches for destinations and innovative finance. Participants included the Organization of Eastern Caribbean States, Iberostar Group, Radisson Hotel Group, the Sustainable Hospitality Alliance and NOAH ReGen.

During the side-event, UNWTO released for a public consultation the Policy Guidance to support climate action by National Tourism Authorities, developed as part of the deliverables of the One Planet Sustainable Tourism Programme. The process involved the nomination of Climate Action Focal Points in 57 Ministries of Tourism, to support Member States with capacity building on climate action.

The Glasgow Declaration: Growing in Size and Impact

As of November 2023, the number of signatories has grown to 857, coming from every continent (and from over 90 countries). Each of them has made the commitment to support the global goals set by the Paris Agreement (of halving emissions by 2030 and reaching Net Zero by 2050 at the latest) by publishing a Climate Action Plan and reporting on its implementation publicly on an annual basis.

New research highlights priorities for action and shows how partnerships between organizations from the philanthropy, private and public sectors can create a positive domino effect, cut emissions at speed and allow for a just transition.

Case studies of the report, developed in collaboration with McKinsey, include the global coalition Mangrove Breakthrough – securing the protection of 15 million hectares of mangroves worldwide – as well as the reshaping of land degradation in Latin America through Initiative 20×20 and the Breathe London project on enhancing air quality. Other proven partnerships include, the Energy Transition Accelerator in developing countries.

“For partnerships to work effectively, various stakeholders should be willing to come together to bring collective as well as individual expertise and resources to find solutions,” said Gim Huay Neo, Managing Director, World Economic Forum. “Without working with other partners to find the right intervention points, it is difficult for a single institution to deploy their funds.”

The transition to a net-zero economy presents a critical and necessary shift but is unavoidably costly. The financial gap lies in the extensive overhaul required in industries to adopt cleaner technologies and sustainable practices. The initial investments demand substantial funding, often beyond the capacity of many individual businesses or governments. Bridging this divide necessitates collaborative efforts and innovative financing models to mitigate risks and incentivize investments.

Joining private and public actors with philanthropic efforts offers a strategic approach to unlocking the transition to net-zero and restore nature. Philanthropy, with its nimble and risk-tolerant characteristics, plays a pivotal role in providing early-stage funding, catalysing wider investments while securing the most equitable outcomes.

The philanthropic-public-private partnership model uses the collective power of its members to bridge critical financing and knowledge gaps and generates capital structures that expedite a faster transition to sustainability. Examples of its use are already prominent. Over the past 20 years, more than 50 climate and nature-focused philanthropic-public-private partnerships have surfaced, indicating initial strides in addressing climate-financing hurdles.

Philanthropic-public-private partnership successes

With more than 40 partners, the Mangrove Breakthrough coalition is mobilizing $50 million-$100 million over the next 10 years to protect and restore mangroves worldwide. The decade-old Power Africa partnership – bringing together political leaders, private companies and financial institutions – has increased energy access to 37.5 million people across sub-Saharan Africa while closing on 14,000 megawatts of clean energy projects.

Some $2.5 billion in private capital has been pledged to support government initiatives through Initiative 20×20. Gathering 150 partners to reshape land degradation in Latin America and the Caribbean, the collaboration is propelling restoration efforts throughout the area, safeguarding and reviving over 50 million hectares.

Billions of dollars are being channelled through the multi stakeholder initiative, Energy Transition Accelerator, that fast-tracks the shift to renewable energy sources in developing countries. The partnership assists nations in their energy transition strategies through a voluntary carbon market framework, while at the same time expanding energy access for people in poverty.

Philanthropic public-private collaborations are not bound solely to emerging economies. Breathe London is a collaborative initiative by the Clean Air Fund, Bloomberg Philanthropies, Clarity, the Mayor of London and local communities focusing on enhancing air quality. The initiative’s success has led to Breathe Cities, raising air-quality standards in cities around the world.

Bridging philanthropic, public and private efforts has proven powerful potential. Despite successes, new partnerships are often challenged when seeking to assemble and steer stakeholders, costing them significant time and resources. For an effective collaboration, philanthropic-public-private partnerships must be brought together under the right conditions with aligned objectives, a long-term perspective and a robust operational core.

The report’s Analytical framework guides partnerships based on their materiality, suitability and feasibility, having identified 31 intervention areas where joint action is set to accelerate high, scalable and immediate impact globally addressing 30% of emissions.

“Our research aims to support the creation, sustenance and scaling of these partnerships by exploring where to focus their efforts and how to ensure their success,” said Daniel Pacthod, Global Co-leader, McKinsey Sustainability. “We hope it gives them the confidence to partner with others for outsized impact and, crucially, save time in forming partnerships, as it’s time that we can scarcely afford to lose.”

Underlying trends of Thailand’s culinary and gastronomic scene: Modern Thai cooking, healthy cuisines, sustainable production, and female prominence

Having travelled the length of the country, Michelin Guide inspectors noted the continued growth of a new breed of modern Thai restaurants helmed by a new generation of young and passionate Thai chefs, who are pushing the boundaries of what is perceived as modern Thai cooking. In addition, there has been a growth of reservation only, counter dining operations – serving modern and innovative tasting menus.

The trend for healthy and vegetarian cuisine also continues in Thailand, with the demand for plant-based and organic foods steadily rising as consumers have become more attuned to their consumption habits. This health-consciousness has led to a surge in demand for organic and healthy food products. Therefore, the trend of using locally produced, home-grown ingredients and of sustainable production is becoming more prominent – especially in upscale restaurants.

Particularly notable is the growing number of female chefs and entrepreneurs in the food and beverage industry, who play significant roles in developing and shaping the culinary scene across the entire country.

2 restaurants newly receive two Michelin Stars
In the 2024 Michelin Guide Thailand edition, two Michelin Stars listing adds 2 new entries promoted from the one Michelin Star rating: Baan Tepa, where the farm-to-table philosophy is brought to the skillfully crafted, detailed cooking on its contemporary Thai tasting menu, made with seasonal ingredients sourced from sustainably minded producers and its backyard; and Gaa, a contemporary Indian restaurant that combines old-school cooking with modern techniques and presentation – serving assured and skillful dishes where finely judged spicing, extraordinary flavor combinations and contrasts in texture and temperature stand out.

It is noteworthy that both restaurants are run by female chefs: Chef Chudaree ‘Tam’ Debhakam of Baan Tepa, and Chef Garima Arora of Gaa. While Baan Tepa now boasts two Michelin Stars in the 2024 Guide after winning one Michelin Star upon entering the 2023 Guide; Gaa is only the second Indian restaurant in the world to currently hold two Michelin Stars.

Of the 6 new one Michelin Star entries, 3 are newcomers making it into the Guide for the first time, and the other 3 are promoted from Michelin Selected.

The 3 newcomers awarded one Michelin Star are: INDDEE, a modern Indian restaurant that takes diners on a journey around the different regions of India with its set menu using the charcoal grill extensively throughout; NAWA, a Thai contemporary restaurant that embraces the innovation concept, using modern techniques to produce central Thai cuisine with authentic yet bold flavors, and a seasonal tasting menu of finger food, small bites and modified versions of main courses; and Samrub Samrub Thai, a Thai restaurant offering a truly original tasting menu (changed bi-monthly) featuring ancient Thai recipes reproduced to trace the ages and crafts a complex amalgamation of aromas.

The 3 one Michelin Star laureates promoted from the Michelin Selected are: Mia, a restaurant offering modern European cuisine with Asian influences through the seasonal ‘Taste of Mia’ menu that shows off dishes with complex, well-balanced flavors in a 5- or 8-course feast – with vegan and vegetarian options, as well as with cocktail, mocktail and wine pairings available; Resonance, a restaurant offering a seasonal tasting menu that features dishes inspired by the chef’s past experience working around the world, with a tea pairing option upon advance request; and Wana Yook, a restaurant offering an innovative seasonal tasting menu inspired by “Khao Gaeng” or “rice topped with curry”, whereby every course features flavorsome Thai contemporary dishes with rice from different regions of Thailand.

Joining PRU, Haoma and Jampa, who all hold Michelin Green Stars highlighting their commitment to sustainability, is a creative French restaurant, J’AIME by Jean-Michel Lorain. The chef and the team have made great advancements in developing their sustainable approach by building close relationships with Thai producers, examining in detail their kitchen practices – including monitoring their waste, abiding by strict recycling systems and many other smaller initiatives – all contributing towards their goal of striving towards a more sustainable future. With this newly-awarded restaurant, the Michelin Guide Thailand selection has a total of 4 Michelin Green Starred establishments.

The Michelin Young Chef Award
The 2024 Michelin Young Chef Award recognizes a young chef whose exceptional talent and great potential have impressed the inspectors. This year, the Young Chef Award, presented by Blancpain, is given to Ms. Chudaree ‘Tam’ Debhakam from Baan Tepa. A Thai chef with a bright future, Ms. Debhakam’s rise has been meteoric. After a stage at Gaggan, a role at the Water Library Group, and being a Chef de Partie at Blue Hill at Stone Barns in New York State, she returned to Thailand and subsequently made waves in the Thailand culinary scene when her restaurant, Baan Tepa, was awarded a Michelin Star upon entry in the 2023 Guide, and now awarded two Michelin Stars in only its second year in the Guide!

The Michelin Opening of the Year Award
The 2024 Michelin Opening of the Year Award is given to individuals and team, for the successful opening of a dining venue over the past 12 months, with a creative degustation concept and a cuisine approach which has had an impact on the local gastronomic scene. This award, presented by UOB, is awarded to Mr. Witchupol “Nay” Charoensupaya who is the owner of NAWA. NAWA opened in early 2023, and has entered the 2024 Guide with a Michelin Star. Napol Jantraget, or “Chef Joe”, heads the kitchen along with his partner, Saki Hoshino, with Mr. Charoensupaya out at front – together, they make a formidable team and were the obvious choice for the Opening of the Year Award with their terrific central Thai cooking featuring modern interpretations of traditional dishes.

The Michelin Service Award

Orient Express Grand Hotel de la Minerve is a creative collaboration between Orient Express, artisan of travel since 1883, Accor, and Italian group Arsenale S.p.A, experts in luxury hotels and hospitality. A heritage site in the heart of Rome, the hotel resides in the former Palazzo Fonseca, a sumptuous 17th century palace with a huge and majestic façade. The interior design and artistic direction of the hotel have been entrusted to famed architect and designer Hugo Toro, who will soon reveal a glamorous experience inspired by the Roman domus and the riches of the ‘Eternal City’. Raffles Jaipur will be one of the iconic brand’s most exclusive hotels in the world, located in one of India’s most beautiful cities. The Hoxton, Vienna resides in a striking 1950s modernist building, formerly the headquarters of Austria’s Chamber of Commerce. The hotel has 196 bedrooms, a spacious lobby and coffee bar, a restaurant and terrace, rooftop bar and pool, a basement speakeasy, The Apartment meeting and events space, and an exciting new first for The Hoxton – an events auditorium that will host live entertainment. Rixos Obhur Jeddah boasts a spectacular location at the heart of Obhur Bay on the Red Sea. Mövenpick Wroclaw, Poland will be the first Mövenpick property in Poland. Located opposite the Main Railway Station, and previously known as Hotel du Nord, the hotel was originally built in 1903 and earned a reputation as one of the city’s finest hotels at the time. The grand heritage hotel is one of the first places passengers catch a glimpse of when exiting the main train station and setting out to discover the city. The revitalized Mövenpick Wroclaw will feature 180 guest rooms and suites and will certainly be one of the brightest openings for Accor in Eastern Europe next year. Opening mid 2024.

Mövenpick Hotel Jakarta City Centre is just moments from major landmarks, including the Merdeka Presidential Palace and National Monument. Swissôtel Marianske Lazne Resort & Spa, Czech Republic is a new property in Marianske Lazne, known as a famous spa and leisure destination. The merger of five monumental buildings, the new Swissôtel will stand out with its modern façade and glass atrium, with natural light illuminating the entire complex. Guests will enjoy a spirit of relaxation, peace, and tranquility in 130 beautifully designed, modern, and comfortable rooms, surrounded by forested hills, historical streets, and monumental buildings of the town. Hotel & Spa Fort Saint Laurent Lyon, France – Handwritten Collection is located in the heart of the Croix-Rousse neighborhood of Lyon, Fort Saint Laurent, a UNESCO World Heritage site, which has been transformed over centuries. In 2024, the building will open its doors as a four-star hotel overlooking the picturesque city and its rooftops. The hotel will feature 36 bedrooms, a spa, and a summer bar nestled in the vast garden which will become the perfect spot for tourists and Lyon’s inhabitants. Opening mid 2024.

Handwritten Collection will also fly its flag in Paris, France in 2024, with the charming new hotel becoming the brand’s first in ‘The City of Light’. While the official name of the hotel is still under wraps, it will be sure to impress with a photo-ready Parisian façade, a sauna and 51 cozy rooms including a stylish suite. Offering breathtaking views of Paris, the hotel will be the ideal base for exploring the French capital. Novotel Nara, Japan invites guests to immerse themselves in the multi-sensory experience of Japan. Ideal for both business and leisure travel, the hotel will feature 264 beautifully designed guestrooms and suites, a restaurant, versatile function spaces, and a wellness area. A premium lounge on the top floor will provide an expansive outdoor terrace and bar, offering beautiful views of Nara. Meanwhile, across Japan, some 23 Grand Mercure and Mercure properties totaling over 6,000 rooms will open simultaneously in April, as part of a conversion of hotels from Daiwa Resorts to Accor. Novotel Valencia, Spain will be a new flagship hotel in the Turia Garden, a popular area of the city between the historic center and the Palacio de Congresos. The hotel’s design will be both modern and traditional, a mixture which reflects the architecture of the city. Novotel Valencia will be the first in Spain to feature the brand’s Sundukovy Sisters’ design concept, which is characterized by its modernity, timelessness, and elegance. Novotel Tbilisi Center, Georgia will be a newly built hotel in the neighborhood of Old Town in the South Caucasus region. Novotel & ibis Styles Hamburg HafenCity, Germany will open in mid-2024 as part of the newly developed Überseequartier in Hamburg, which, as an integrated district and central part of Hamburg’s HafenCity, will include apartments, offices, an attractive cultural and leisure offer, innovative shopping and entertainment concepts, and finally a cruise terminal. TRIBE Düsseldorf, Germany is set to open with 146 rooms in Düsseldorf’s centrally located district of Friedrichstadt. Royal Participation Highlights Final Day of 35th Phuket King's Cup Regatta - TRAVELINDEXPhuket, Thailand, December 11, 2023 / TRAVELINDEX / Her Majesty Queen Suthida Bajrasudhabimalalaksh sailed on Vayu THA 72 in the prestigious IRC Zero class in the final day of racing at the 35th Phuket King’s Cup regatta. Her presence indeed proved fortuitius as the TP52 won both races today in the eleven-race series.

Ray Roberts TP52 Team Hollywood, which placed second in both races, won the class and the overall King’s Cup title for the fourth straight year. James & Kate Murray’s Callisto, a Pac 52, placed third in the four-boat IRC Zero class with Steve McConaghy’s Aftershock Syndicate, a Davidson 55, finishing fourth in the class.

And what a week of racing it was: fair sailing conditions, close competition, and world-class sailors combined with great weather and fabulous onshore parties to create a great atmosphere topped off by Her Majesty’s presence on Vayu THA 72. She also handed out the trophies at the Royal Awards Ceremony.

The elegance of the four-boat Premier class certainly turned heads during the regatta but the class belonged to Ithinai Yingsiri’s Thai vessel Pine Pacific, an X-Yacht 55, who won all seven races. Peter Cremers’ Shatoosh, a Warwick 75, finished second five times, and took second in the class. Hans Rahmann’s JV 72 custom-built Yasooda chances were hurt with a DNF in race three and had to settkle for third overall. Bernard Huybens’ Aphrodite, a Vitters 92, was fourth in the class and did not sail on the final day.

Nick Burns’ Witchcraft, edged out Rolf Heemskerk’s The Next Factor in the seven-boat IRC One class, just as it did two weeks ago at the Raja Muda Selangor International Regatta. Witchcraft won seven of the ten races sailed in this class. Craig Douglas/Gordon Kettleby’s Ramrod, finished third in the class.

Craig Nichols Alright nosed out Susurnu Kurose’s Char Chan by one point to take fourth spot in IRC One. Robert Carr & Sandy Farquharson’s Aquarii was hurt by a DNS in race eight and had to settle for sixth overall. Clayton Craigie’s Anjo had a challenging regatta with four DNFs & one DNS and finished last in the class.

The six-boat Bareboat Charter Class saw Dean Peng’s & Tiffany Khoo’s Gragonborn win five of the seven races sailed in this class. Mike Downard’s Piccolo narrowly edged out Toshihiko Iijima’s Hippocrates by one point to take second in the class. Moonshine featuring the ASA Sailing Dream Asia, was fourth while Team Hayato took fifth in the class. Alan Anderson’s Judy did not start the last three races in this class and as such was relegated to sixth position.

The five-boat Monohull Cruising class was the tightest class going into the final day with three boats tied with nine points. But when it was all sailed and done, Philippe Dallee’s Swan II won edging out Steve Maine’ Enavigo by two points and Jianhao Yang’s Isabella by three points which was disqualified in the third race for carrying an anchor on the bow. Thomas Veltin’s Brisk was fourth in this class with Mo Yiwei’s Sumalee, fifth.

The two-boat Multihull Racing class saw Dan Fidock’s Kata Rocks Parabellum zip around the course winning seven of the nine races sailed in its class. John Newnham’s Kata Rocks 2, aka Twin Sharks was the only boat competing in this class. The flashy Parabellum won overall line in evey race in the regatta.

Andrew McDermott’s Trident has won all five races in the Multihull Cruising class after having to sit out day one because of a dismasting. It won out over Frank Kastelein’s Team No Escape (Pooichat), the only other yacht competing in this class.

The regatta’s International Dinghy Classes this year competed in a three-day competition off of Kata Beach. The event was divided into four classes: Monohull Dinghy Handicap (12 boats); ILCA 4 (15 boats); Open Skiff (17 boats); and Optimist (79 boats).

The overall Optimist winner was Patcharaphan Ongkaloy, continuing on her gold-medal performance from the Southeast Asian Games. Pailin Jaroenpon was second followed by Karit Phrammanee, all Thais.

The Open Skiff class was won by India’s Anandi Chandavarkar – no surprise as she won the class each day. Dom Kaewpradab of Thailand placed second each day capturing that position and India’s Ayaan Nath was third.

The ILCA4 class was swept by Thailand with Nanvatorn Supaamphonwit capturing top spot each day, Ton Rattana finishing second overall and Thanaphat Sirichaoren placing third.

The Monohull Dinghy Class (Handicap) was won by Claudia Nazarov with Voravong Racharattanaruk coming in second and Morten Jakobsen in third.

By the way, sailing with Her Majesty on Vayu THA 72 today was Noppakao Poonpat, the 2010 World Optimist champion.

In closing, Kevin Whitcraft, the President of the 35th Phuket King’s Cup Regatta Committee said, “The Phuket King’s Cup Regatta is considered an important international sailing competition in Asia. The event is organized in line with Phuket’s Development Plan which wants to develop Phuket as a leisure marine hub making it a world-class yachting destination. This will help spur on the country’s tourism industry, which is one of the ten industries targeted to drive Thailand’s future economy. Phuket generates the most tourism income from any of the southern provinces on the Andaman coast, which combined generate the highest tourism numbers in the country.

“This year, the 35th Phuket King’s Cup Regatta achieved its objectives as expected. More than 200 million baht was circulated throughout the week of sailing. The regatta is also an excellent platform for young Thai sailors who want to improve their sailing skills pitted against some outstanding international sailors.”

Mozambique PM Challenges Tourism Industry to Embrace Innovative Solutions - TRAVELINDEXMaputo, Mozambique, December 9, 2023 / TRAVELINDEX / Prime Minister Adriano Maleiane spearheaded the official opening ceremony of the 9th edition of the International Tourism Fair (FIKANI), emphasizing the crucial role of innovative solutions in fostering the development and sustainability of the tourism sector in the country. Maleiane underscored the need for a comprehensive approach that considers socio-cultural factors in promoting tourism.

During the ceremony, Prime Minister Maleiane issued a challenge to all stakeholders in the sector, urging entrepreneurs, investors, and local communities to actively implement sustainable tourism measures. He emphasized that the growth of national tourism should be guided by responsible environmental resource exploitation, ensuring the preservation of natural ecosystems and providing tangible benefits to local communities.

In her opening speech, Minister of Culture and Tourism, Eldevina Materula, highlighted the event as an opportunity to rethink the country’s tourism strategy. She stressed the importance of offering new and innovative solutions, aligning with the overarching theme of the ninth edition: “FIKANI for Sustainable Tourism.”

A major highlight of the event was the launch of an Investment guidebook ”Tourism doing Business Investing in Mozambique” prepared by the UNWTO in partnership with the Ministry of Culture and Tourism. UNWTO African Department Head, Elcia Grandcourt who did the launch in conjunction with the Prime Minister said the document highlights key areas of investment in the tourism sector in Mozambique.

The book, she added, is part of a series of guidebooks that UNWTO launched since last year. For the African region, the guidebook has been launched in Tanzania and Mauritius. The book contains an extensive information on the economic outlook, FDIs into the country as well existing opportunities for investment and doing business in Mozambique’s tourism.

The International Tourism Fair of Mozambique- Fikani, hosted 215 exhibitors, including representatives from South Africa, Zimbabwe, Kenya, Namibia, and eSwatini. The event showcased diverse offerings and fostering collaborations within the international tourism community.

ADB Supports Environmental Improvements in Luang Prabang - VISITLAOS.org - TOURISMMEKONG.comLuang Prabang, Lao PDR, December 8, 2023 / TRAVELINDEX / The Asian Development Bank (ADB) has approved a $35 million concessional loan and a $10 million grant for the Urban Environment Improvement Investment Project to help support sustainable, inclusive, and resilient urban development in Luang Prabang City in the Lao People’s Democratic Republic (Lao PDR).

Luang Prabang City is northern Lao PDR’s major transport and tourism hub with a fast-growing urban core, situated at the junction of the Mekong and Khan Rivers. Its compact historic precinct and surrounding landscape were included in the United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage List in 1995. Since then, the development of much-needed solid waste management and wastewater treatment facilities, urban roads and footpaths, and public greenspace has not kept pace with skyrocketing demand—causing environmental degradation and diminishing livability.

“Luang Prabang’s precious heritage and the livelihoods it supports are increasingly threatened by unplanned urban development, climate change, and disasters that disproportionately affect women and vulnerable groups,” said ADB Country Director for the Lao PDR Sonomi Tanaka. “Better urban infrastructure, environmental management, and tourism services together with gender-responsive integrated urban planning and management are needed to help raise the quality of life in Luang Prabang and make it more resilient to shocks.”

Innovative project components include home-, community-, and training facility-based childcare pilots for recipients of higher education and vocational training scholarships that will be offered to female officials employed in the water supply, sanitation, public works, and tourism sectors. The project will establish a women-led creative industries business development network and prepare the Lao PDR’s first creative city strategy and action plan. Women will also be trained to manage smart infrastructure solutions following the Luang Prabang Integrated and Smart Urban Strategy, prepared under the ADB-administered ASEAN–Australia Smart Cities Trust Fund.

Capacity development to support tariff reforms, strengthen financial management, facilitate private sector investment, and improve disaster preparedness and response will complement the project’s infrastructure investments.

The project is expected to benefit 104,500 residents and 1.3 million annual visitors by 2031.
